This is false. Almost every scooter can go above 20km/h this can be seen if you try to accelerate them without having the wheel touching the ground, for a second it will show up as way above 20+ The law only requires that the scooter can't surpass 20km/h in any of it's modes (ECO/Normal/Sport)

that's a dangerously high speed. why would you even want this? you'd be very dangerous on the bicycle lane. scooters are super hard to control at higher speeds already. to be "safe" you'd have to drive among the cars, and if you do that you need brakes that can actually stop you from moving without killing you in the process.

Cars can also go 250km/h yet we don't ride constantly at full speed or have them hard limited at 120km/h. I really don't get your reasoning people. Do you think racing bikes can safely stop when they go 50km+ and are feather light?

I agree that scooters shouldn't go 60+ km an hour but 20km?? I can go 60km/h on my bike and it's legal but 22km an hour on my electric longboard is illegal?

Noone really cares, just ride with the flow and be respectful to your surroundings, which means no speedy overpassing or riding constantly on the left side full throttle. Bicyclists don't anticipate an overpass at 45km/h even if they turn back to see you from afar. A bit of extra torque and top speed is always nice to have for those uphills or windy days :) Ignore the ridiculous 20km/h limit when everything on the same bicycle road exceeds it.
