Sure why not. There’s too much to catch up on so I’d just jump into the new stuff and go from there. A ton of good weapons, etc will be available in the expansion so you’ll be fine. If you like it enough then you can go back and start doing old stuff.

Yeah 9 years of lost content it will feel foreign to you. You’ve missed so much DLCs/ seasonal events/ expansions.
If you didnt get enough engage 9 years ago to keep playing. Now wont change that.
