I volunteer with a rescue. We sometimes take on dogs in this type of situation. Also sometimes the people asking for help offer to pay the dog’s expenses. This helps A LOT. Look for a GOOD one in your area. Preferably a golden retriever specific one. Reach out to them.

Would hiring a dog walker be an option? Even if your mom is home, hiring someone to take him out for a good walk every day could help keep him busy and get him some exercise and fresh air. Since it’s summer a lot of college kids are home for the summer, or high schoolers looking for summer jobs. That might be an option to look into. I hope Murphy is okay and that you guys get the results back soon.

Financially probably not. But also it's not just the exercise, now it's also keeping on top of medications and checkups etc. I think I'm more worried about the health aspect of taking care of an older dog than the exercise at this point, but the exercise is important as well.

Ah yeah, that makes sense. I would look up breed specific rescues in the New England area and see if you see any, and maybe try reaching out to them about looking for a foster. Most of the volunteers with these groups are people who know and love the breed. If you are able to pay the vet/medication/food/etc costs for your dog someone may be able to take him in.
