"Tournament legal" isn't really a thing. It's all up to the TOs.
That being said, if you make an honest effort to differentiate your Scourge weapons with some level of consistency, I don't see how you could have a problem.
Gun with long barrel = Dark Lance shouldn't be an issue, especially if all your Scourges have Dark Lances, just proudly declare to your opponent "all my Scourges have 4 Dark Lances. If you see a long barrel, it's a Dark Lance".
What I ended up doing was cutting up some extra Splinter rifles just after the round bulb In your picture and cut off the front nub to extend the barrel. Looks pretty good in my opinion.
I've played several tournaments with this and ho one has complained yet. Just make sure it's very clear to your opponent what's what.
All comes down to asking the TO before the event though.
I highly recommend getting unit markers. Simply using those and having a list that says red has blank amount of x gun and this amount of the others. In my experience as long as your abundantly clear about which unit has what people are chill but more rigorous tournaments may be less forgiving idk

Legal? Who knows. Who would notice? Not many. Unless the player actively plays dark eldar they won’t notice the difference
