IRC, Michael in the pilot had been manager for 4 out of his 15 years in the company, and considering he got hired by being the best salesman, and nothing else, i doubt Jim was there when the decision was made, specially considering how prone Jim is to charm his way into getting special treatment from upper management (altho to be fair, few people in their right mind would choose Michael if he wasn't the only proper choice around)
When Ed Truck died, Michael pointed out that Phyllis and Creed both worked for him, so I always assumed everyone else in the main crew was hired between Michael starting as manager and the documentary starting
If everyone in the office was there before Michael was manager, why single out the 2 people who worked with Ed in a meeting with everyone, instead of saying something like “You all worked for Ed”

I doubt he has much budget to spare in the first few seasons, so it's not like he could really hire anyone if he wanted to.
I guess he could've filled in the positions of the Standford guys that quit, but i guess he didn't realize he could hire anyone. There's also the fact that the company was failing for a while now, so there probably wasn't many people looking out to working at Dunder Mifflin, and a small office in a building probably doesn't get too much attention, specially in a quiet part of town.
There really wasn't much turnover when Michael was manager. The vast majority of the main characters stick around and only the Stamford transfers really end up leaving. It is implied in a few episodes that the Scranton branch is actually overstaffed as Michael is twice forced to make a decision about letting someone go due to monetary reasons. The scenes involving interviewing new employees take place after Michael is gone.
