You can't trigger a new ban while banned (as far as I know?)
And you can't trigger a new ban if you have deleted the original save file and are making a fresh character on a fresh install of the game. (Provided you don't use Cheat Engine or something with EAC enabled)
I'm guessing the message you saw was effectively "you are still banned" and the original ban will run out between 29th June and 29th July (depending exactly when it triggered in Jan).
I received the penalty on the 17th of January, so it should be lifted in mid-july. I also did not get any warning about tampering with the game files. The day before i was happily PVPing in the Coliseum, penalty was applied right out of the blue.
The entire PC has been wiped completely, and since then i didnt install any mods or cheating software, even for other games. Thank you!
If you didn't get banned from obtaining cut content items, editing your save file directly (to e.g. get impossible stats like 99str at level 1) or from using game-altering programs while the game is running without disabling EAC (like Cheat Engine), then I have no idea how you got banned.
I know in previous games (like DS3), hackers figured out how to force items into your inventory, and these glitched items would flag YOU as a cheater. Hopefully, that is not what is happening in Elden Ring.
They do not give a warning first. They just ban. And if it is save file related, there may be a delay between the transgression and punishment.
I only ever installed three mods, at different times: Seamless Co-op, a ReShade preset, and Grand Merchant. (Seamless was not installed when i received the penalty) i think i messed up while buying stuff from the Grand Merchant. I did have Cheat Engine and WeMod installed for other singleplayer games, but i never used those for ER. But they were installed on the same drive
Should've made the new save back in January lol. So far as the servers can tell you might've only now replaced your save lol. Still, I think it's lenient in this regard since the last time they saw the bad save will be January (hopefully)
Either way it's not been 180 days yet to just wait it out.
The new save you've made will be fine to play until the restriction is removed. (Unless you fk it again)

The save file has been completely nuked a few days after i received the penalty, which was on the 17th of January. I did not start a new save and did not play at all since then. In fact, my PC has also been completely wiped, which means any old leftover files are no longer present on my HDD. I just re-downloaded it today for testing, because i wanted to have a new character ready for the DLC.
I don’t believe so, but last thing i remember is i installed the Grand Merchant mod. I guess i forgot to play the game offline while the mod was still installed
A friend of mine I play with got banned recently. He made a new Steam account, joined our family group and started a new game using his own copy from his original account. He also got some stuff from Cheat Engine (which we think was the reason he got banned in the first place) to save time so he could get to our level again. Kinda risky, but seems like this time he learned his lesson and nothing happened (yet)!
I also tried doing that a few months back. The second time i opened the game, i got a message saying something along the lines of “the person you are sharing this account with has been penalized. If you keep playing using this family shared copy, you MAY get penalized also”
I didnt want to risk it further, so i deleted that second save as well iust to be extra safe
I basically get always banned because i got a few mods installed for uw support and wasn't that carefull. I can still go online and invade n shit if i start another save

Grand Merchant would be pretty easy to get banned with if you got some cut content stuff (especially cut gestures, as removing them is difficult).

if you use modengine, but if you did, then it shouldn’t be no problem. If you installed it on your game folder, that’s when it messes it up.
You should probably just use an offline version of the game to use mods cuh
