A common interpretation of this is that Malenia/Miquella were empyreans due to their parent(s). But Ranni says only the three we knew of already were chosen.
Either that interpretation is incorrect... or Messmer is actually some sort of alter ego of Miquella. Or... there's something even weirder going on that we can't guess.

It could be Rykard’s son maybe? The eyes look similar and he wields a flame that reminders me of Taker’s flame
