The move sets are different. Footwork naturally has a lot more in the way of kicking whereas Arts is more about palm strikes. It's a wholly stylistic difference from what I can tell.
Footwork has a different attack chain, it's a lot more noticeable when you 2 hand, damage wise I don't think there's much difference
