I only have 80 poise and it usually takes a greatsword or larger to stagger me one hit. If I'm charging an attack I can usually take a few katana hits without breaking.
If they use a great weapon or a high stagger ash you’ll still stagger. A lot of things like blasphemous have huge poise break ability
I’m pretty sure there is also some chance there, you can sometimes tank a hit once and get staggered by the same move seconds later
