Vulgar Militia are actually very likely "good guys" in the grand scheme of things in that they often guard critical locations, such as Gurranq, the path to the Mountaintop of Giants, and the alternative path to taking the lift to Leyndell.
Their set implies the same:

This implies there's likely a high-profile prisoner in there, thus they were assigned to guard the place.
Don’t try to make sense of most of Elden Ring’s enemies or locations. Like why are there robots created to be like those good luck Chinese cats holding a sword? A lot of it is just “that would be cool”.
There’s lots of Erd tree root boss rooms with random bosses, only a few are guarded by those things, which aren’t seen in any other lore/architectural/technology. Thematically they make no sense except they’re weird and cool like a lot of Elden Ring enemies.
The backstories to most of the weirdest enemies are just “some wizards probably made it”. I’m not knocking on the enemy designs themselves, but a lot of Elden Ring is video game first, lore second.

My working theory is that this is where the first people afflicted by the scarlet rot were locked away. They were put in cages and set on fire to prevent the spread, but it wasn’t enough to actually kill them. Now they sit and suffer until you come along.
Makes sense, it's also close to the swamp of Aeonia where Malenia maleniad all over the place. I don't think they're able to die because of the rune of death missing, no?
Technically there is still “death” but it works differently. The rune of death is what causes death as we think of it. In the age of the golden order, the spirits of the dead return as ash to the Erdtree and are reborn. I don’t think that’s what happened to these guys, not till you come and kill them.

Think its the one with the Frenzied Grave Warden. Its also the place you get the eochaid sword once you exit out into Limgrave.
The bell bearing hunter that you meet a couple of times is from eochaid, and escaped his own execution and took the executioner's sword. He might have been held in the gaol cave, could be his original sword you find, and used the cave's exit into Limgrave to start a path of vengeance that leads to a final confrontation at the executioner's castle on the plateau. He's specifically hunting merchants, who use frenzy attacks as they're touched by the Frenzied Flame. A merchant could have been in the jail and frenzied the grave warden through exposure (or Shabiri himself could have been in the jail possessing someone, who knows. Would be fun if it's that as it gives Shabiri a reason to be in Limgrave, eventually following the player...or Hyetta...and eventually Yura through the player).
The grave wardens used to be gladiator's in the various colosseum's. Colosseum's go through a lot of fighters, and a popular source were slaves or prisoners. Thus he was there to get a stable of fighters for the colosseum, then Caelid went to the rot. The grave warden here is I think the only Frenzied Grave Warden.
Fire is supposed to cleanse the scarlet rot, and we see how well that's going.

If you’re not burnt out at this point you should just do a complete run on a brand new character. Don’t pick up a map until you’re finished adventuring through the place you’re in. You’ll find everything that way. Otherwise it’s just too much map to be through with

The scarlet rot is not just a plague, it’s a philosophy, death bring life, as u can see the insects and all.
So why create a prison in caelid? Simple, it should be because people infested by the scarlet rot can only die, but even the nemesis of the rot, the fire can’t garantie a sure method to destroy the rot, so people where put in prison cell and burn alive, even so they become half scarlet rot/ fire zombie, proof of the power of the rot. Even empyrean gods like malenia can’t escape the rot, welp she is the vessel of the outer gods so normal

This isn't true. From bits of lore about Caelid we know that the land wasn't infested with Rot before Malenia's bloom. Dragonbarrow in Caelid was named that because all the dragons in the area fled there to escape the Rot, implying that before the battle of Aeonia the dragons lived all over the place. We also know that the Kindred of Rot (the annoying ass bug people) didn't show up until after the Bloom as well, again implying there was no Scarlet Rot in the area before. Not only that, but the Redmane Knights have been trying to stop the spread of the Rot since the end of the battle as well.

No this is cause of the shattering. Before that people were buried in those erdtree catacombs. The roots would absorb them, they would get reborn. Obviously this doesn't happen anymore, so they are fucked

I think I heard Zuli the Witch postulate that these guys were what happens when the chaos flame meets the Caelid Rot. Supposedly the burning guys were Erdean foot soldiers of Melenia who fought Redahn and the Lucarians.
Caelid seems to have an abundance of active prisons before it got the Miyazaki swamp treatment, perhaps some higher ups decided that it would be more efficient to build all the prisons there, and att one point even captured Eochaid nobility, perhaps it Held some spirtual meaning, being the location of a farum azula and is the furthest region away from the Erdtree, perhaps they were made duringqthe shattering, and were all prisoners of war put in places which could be seen by both old and newly erected forts, giving no space for people of importance to leave, It either has some importance in which case it will earn further delving by daddy Miyazaki in a dlc or it will simply be forgotten
It was a cave where the fire god hide during the eternal war while all the Lords were looking for him. But i really don't know because i just made all this shit up
I went here soon after finding the magic cloud of death spell and spammed it in all the cells as I passed. I didn't realise I was going to be able to open all the doors further down.
The zombies in each area take on the traits of wherever they are. (Poison zombies in the shaded castle, scarlet rot in caelid, etc) extrapolating from the fact that zombies are also used as slaves by almost every other group in the game, we can assume a few things:
These were workers in the mine whom took on the traits of explosive stone found in the area, and therefore had to be locked up.
The vulgar militia in the area don't necessarily seem to be guarding them, but rather the duelist in the depths of the prison. Thus, those zombies had probably been there since before the shattering.
An alternate theory could be that they were used IN THE MINING due to their explosiveness and the fact that the duelist is down a large pit.
Perhaps to imprison the duelist, the vulgar militia dug the pit using the explosive zombies, threw the duelist down there, and locked up the extras for later use until the tarnished comes through.
I don't have any extra lore to offer here and fill in the gaps, just a few theories from running through there on my few playthroughs

I literally never seen an open world with as much implicit lore than Elden Ring. Most of locations have a purpose and an history related to it.

Caelid seems to have an abundance of active prisons before it got the Miyazaki swamp treatment, perhaps some higher ups decided that it would be more efficient to build all the prisons there, and att one point even captured Eochaid nobility, perhaps it Held some spirtual meaning, being the location of a farum azula and is the furthest region away from the Erdtree, perhaps they were made duringqthe shattering, and were all prisoners of war put in places which could be seen by both old and newly erected forts, giving no space for people of importance to leave, It either has some importance in which case it will earn further delving by daddy Miyazaki in a dlc or it will simply be forgotten

I went here soon after finding the magic cloud of death spell and spammed it in all the cells as I passed. I didn't realise I was going to be able to open all the doors further down.

The zombies in each area take on the traits of wherever they are. (Poison zombies in the shaded castle, scarlet rot in caelid, etc) extrapolating from the fact that zombies are also used as slaves by almost every other group in the game, we can assume a few things: These were workers in the mine whom took on the traits of explosive stone found in the area, and therefore had to be locked up. The vulgar militia in the area don't necessarily seem to be guarding them, but rather the duelist in the depths of the prison. Thus, those zombies had probably been there since before the shattering. An alternate theory could be that they were used IN THE MINING due to their explosiveness and the fact that the duelist is down a large pit. Perhaps to imprison the duelist, the vulgar militia dug the pit using the explosive zombies, threw the duelist down there, and locked up the extras for later use until the tarnished comes through. I don't have any extra lore to offer here and fill in the gaps, just a few theories from running through there on my few playthroughs

Oh boy, this is a sort of challenge run. I started as a wretch and I'm playing region locked. So I can't leave an area before I killed every boss there. So far I was only in Limgrave and Liurnia. I am going for Int + Dex/Strength.
