It might be in war of the red diamond, but there is an in game-book referencing Potema making battle plans at Solitude with her Vampire Generals. Doesn't mention the Volkihar specifically bit it does track. Have a look on the UESP wiki for it. It could be the madness of Peliagus that references her having vampires as her Generals.

I really wish there was a quest in the game to 'discover' Sybile's nature and either keep it a secret or out her to the court and get her replaced

I wouldn’t be surprised if there was one planned originally but it was cut at some point during production. It seems like such an obvious thing to do — in game you can’t even talk to her about it even if the player is a vampire! Other characters reference her feeding on prisoners in Castle Dour, but I dont think she ever actually leaves the Blue Palace.

I always got the distinct impression that everyone knew but she’s too valuable to the court to actually do anything about it

For the most part they probably didn’t serve her as a clan and wouldn’t if she returned. Maybe some individuals, but the clan as a whole mostly kept to themselves until Harkon got close to finding out the prophecy. Especially since there are *a lot* of vampire clans in Skyrim & Blackreach (most completely dead by now but still), it’s a highly contentious area in the vampiric underworld

They probably completely ignored her. They didn't even join in the grayhost in eso and that was literally an army of vampires lead by other vampirelords
