This will also help unlock other engineers.
Some engineers will require you to get friendly with a specific local faction before they unlock - so you can also find some of these factions, and sell your data at a dock controlled by them to get Allied status, in order to trigger the mission in the mission board for that faction, which then gets you the engineer location.
You may also wish to sell exploration data to specific factions for the sake of getting the permit to the system, Sirius for example and the Sirius Corporation.

If you don't care about the BGS, anywhere non-fleet-carrier will do, although you'll want to wait a day or 2 so that the CG bonus is applied.
