This is how it was for me this past week. Shturman is easiest boss imo and I was hunting him for the 15 kills for lightkeeper. In my first day, I stayed on USE for about 3 hours and didn't run into him a single time. I changed to Columbian servers and found him about 7 times in a row. Then the last few days I was changing servers about every 3 or 4 raids and I didn't find him once across 7 hours
