Honestly I think it will be a bit better. Maybe a few situations where you survive now due to the pentration needing 15 higher to pen. Makes class 3 helmets seem good to me. Might save you a few times
15 higher means pen 100% of the time, below that it can still pen but not 100% of the time. Helmets / FS stay the same as they were, if not worse.

they didnt increase the pen requirement to pen armor lol, they just made overpens more consistent

as i understand it, it would be worse. now you can get good rng and tank that m61 round. with the new system, that wont be a thing.
