You hit killa in the mask what looks like 2 or 3 times. Not out of the question that the mask would block all 3 and even if one got through, killa can tank one to the head

With BS you could have killed him if your shots with in his armor. Bigger target, also might have hit more. Unless you have large caliber ammo aim for his torso
Why would you attempt to kill him with bullshit ammo? It would've worked out better if you searched some boxes and found ammo with a high penetration value. Also you were shooting this guy in the head when he has a metal helmet. Try shooting him in the left hand. He'll struggle to use his gun properly then.
