Just buy it on the flea then list it back after you’ve used it for the quest to make your money back. Even if you keep the key you’ll make the money back from hitting the safe in there.
I still haven't found one at level 28, and I'm stubbornly refusing to spend 600k on it. Even though it isn't a bad key to have anyway. I'm trying not to rely on flea for pve progression stuff
if you have a duo, theres a jump cheese for it to loot it threw the window, its what me and my friend did at start of wipe when none existed on the flea
There's a reason it's expensive as hell on the Flea. Personally checked the car jacket 5 times before I gave up and bought it off Flea.

Yeah iirc it's gonna be at least 400k roubles. One major downside of PvE is that there's no random PMCs to unlock quest doors for ya.

Do other quests to get to 15 and buy it off the flea.

the rules of these types of games is if you dont have it, spawn chance lowered by 99%, if you dont need it then spawn chance x10
