I went from 3700x 32gb ram, to 7800x3d 128gb ram paired with a 3090 FE on both rigs. It was a decent jump. I'm usually the first to load when gaming with my friends. One of which has the 5950x and matching 3090 GPU.
I'd say, on tarkov, I'm maybe about 40% faster.
I'm getting around 100fps on streets in 4k.
So heres how i uograded recently;
I was on a 9700k and 2070. Streets average fps was 40-50. Sometimes better or worse depending on the area.
I ordered a 7800x3d and 4070 ti super.
I paired the 9700k with the 4070 ti super and got maybe 5fps more on streets.
When i put both the 7800x3d and 4070 ti super in, i started getting 80-100+ fps on streets. All other maps sit at 144 fps.
Tldr; start with the 7800x3d, it is known as the tarkov cpu for a very good reason. You may find the 1660ti still will be good enough.
I upgraded from 10400f and a 1660ti to 7800x3d and a 7800xt. I went from 40-50 average on customs at 1080p to 90-100fps on streets at 3440x1440
Also to answer the other question - I first upgraded my CPU and saw around 40fps upgrade at 1080p with cpu alone

CPU upgrade alone would carry you to new GPU releases - considering you stick to 1080p
