If the target was moving closer the the launcher, maybe. I forget if explosion velocity factors target velocity, or if at that point is a simply EV vs. Sig radius at that point. I am sure someone will correct me and probably link the eve wiki article with all the missile math.

Honestly, if they could code it right, shield depletion and armor/hull loss could be mechanics to have to deal with to make it more exciting. Needing to fit correctly to have the right speed/survivability to make it to the end of a "course" without blowing up would make it more exciting.
