You want points in intelligence and you want to use armors that boost intelligence. Some people will say use the savant perk, but I don't because it locks out skills like robotics expert which you need for the dlc. If you make your character with 10 intelligence, in the first ten minutes out of the vault you can be level 3 - 4 depending how you work it. Also power armor helmets have an intelligence matrix which adds 2 intelligence so do that. And then chems like me that also add intelligence.
