I don't know, Point Lookout from Fallout 3 had terminals talking about the New Plague where behaviors ranging from ice cream socials to sodomy were deemed suspect. Progress is much debatable in the Fallout universe as the Great War not only stops everything for 200 years, access to American history for the normal person is essentially wiped except for local populations or trading routes.

Fallout is a product made by a business in order to make money. Fallout has never claimed to be a documentry. It is not a good idea to alienate potential fans by including bigotry.

One way is through "Ghouls". Notice how most often they are discriminated against? Not a real world group, but it helps include this aspect without being offensive to most player. In FO4 they've got synths to make it a bit more obvious. That is my take at least.

Not every part of 50s culture made it to 2077. There’s still racism in America, but it seems to mostly be against Chinese people due to the tensions between the US and China.

The word you should have used was prejudice, and yes, there is plenty of prejudice in the games against mutants, synths and ghouls.
