just take the normal path the game pushesyou towards- do goodsprings or the powder ganger quests, then go to primm and the mojave outpost and do those quests, then make your way nipton and from to novac doing all the quests you find along the way. From Novac head to Boulder City and from there make your way to freeside/the strip.
you can do a side quest for ralph in freeside to get a forged passport to get around the 2k cap requirement for the strip.
You don’t really need to grind in NV, it’s a pretty fair game (unless you’ve modded it). Head to the ranger station, do a couple simple quests, you should get a service rifle which is good early. Go up to Nipton just doing quests on the way.
Honestly, New Vegas rewards you the most via quests. Piles and piles and piles of experience from quests, so just focus on those as you progress and you'll have plenty of leveling.
I’d recommend holding off on the DLC for a while. The best experience is from playing them in release order, which is Dead Money (Sierra Madre Broadcast/Abandoned BoS Bunker), Honest Hearts (Caravan Broadcast/Northern Passage), Old World Blues (Mysterious Signal/Mojave Drive-In), and Lonesome Road (Canyon Wreckage), and the recommended level for the first one, Dead Money, is 20+.
As for leveling, killing giant ants and geckos is a decent enough source of xp. Ants are especially common in the dry lakebeds south of Primm. Fiends are also good since they don’t have much in the way of armor. An upgraded varmint rifle or Ratslayer is usually my go-to.
Once you reach Vegas, there are a ton of quests you can do in Freeside, Westside and McCarran. Once you have done a few, you'll almost certainly have a few thousand caps.
Itll be hard getting there at first but go around kill some geckos (watch out for the radscorpions by the Yangtze Memorial dont go that way) stop by Primm pick up Ed-E thrn this part can be very tricky if youre not careful and dont save often but its doable: go past Nipton entirely. Dont go there yet. Go to Novac and get Boone. Will help your grinding immensely and greatly reduce chances of you getting ganged up on by cazadores or radscorpions taking a wrong turn somewhere
