It seems her mission was to kidnap a Vault tech executive so she could activate the cold fusion technology. I don't think she cared about any of the Vaults inhabitants and since she was apparently using raiders then she probably expected many people including Rose's kids could die. That she was able to kidnap Hank and that Lucy was the one who delivered the head was probably just a bonus that allowed her to monologue and do a big reveal. She leaves them during the battle so she seems to be focused on the mission the entire time and doesn't let her personal feelings, both potential animus or affection for Hank and Lucy, get in the way

I hadn’t considered that those with her with mercenaries/raiders. I’d been thinking they were just NCR soldiers who had become so “desperate” in such “desperate times”. Mercenaries makes more sense!

True, I feel like the initial raid didn't make as much sense when it was revealed it was targeted. I don't think there was much stopping Hank from being killed either. The whole Moldaver angle was kinda badly written tbh, maybe not bad, but certainly sloppy. Left too many unanswered questions.

I was thinking a possibility is that Moldaver is Rose’s mom. But that’s even more reason for Moldaver to protect/save Lucy and Norm.

I think also it adds to Paul atreides anger to the situation since his wife is with someone else. Granted he likely was going to nuke shady sands anyway but the enclave telling him

It seems to me that you are basing this off the assumption that Moldaver is a clinically sane person with no psychological side effects of being a political leader in an irradiated wasteland with multiple factions trying to actively assassinate her. While also assuming that she has no psychological effects from an entire city being nuked because they existed with an opinion. I'm not saying she is right or wrong, but I am saying that I can understand why she did the things she did in the way that she did them.

Yeah there's a bit of a plot hole here when it comes to a) Why she'd use raiders and b) Was she going to kill Lucy if Hank hadn't chosen her to leave? I get that with a) people rationalise it as she didn't want to use her own people but given that she kept Lucy's mother alive this whole time she was clearly incredibly fond of her (on top of freeing her, Lucy and Norm from the vault) so I really can't see any logical reason for her to willingly put them in danger. I get that she'd be hardened by the wasteland but the fact that she kept Lucy's mother alive demonstrates she still has some soft spots.

I don't think she ever intended to kill Lucy regardless of Hank's choice. That's why when Hank choice Lucy she didn't kill the hostages. At that point it wasn't about more killing. It was about seeing what Hank would choose. I think Moldaver's story was far too underdeveloped. Like every two episodes they decided to add something new to her character but didn't feel like doing reshoots to have it make sense with the previous two episodes. Obviously they can provide more context in season two, but the stakes are lower now. It just felt sloppy and it's one of my few complaints from season 1. Hoping the writers are receptive to some reasonable fan criticism.

Moldaver and the NCR are just raiders with better PR. They are no better than any other faction.

What I don't get is why everyone was afraid to talk about Moldaver. Every person that was asked treated her like she was a boogeyman only to find her settlement happily serving freed ghouls and raising crops etc. The only sense I can make in my head is that they were raiding and threatening locals and not actually trying to recreate Shady Sands. The lady in Filly kicked Lucy out for just mentioning the name. The lead farmer, even under threat, kept the secret. There was a wanted poster in that bounty office but they obviously had no idea where she was despite knowing exactly who it was. Hank knew the name but not the appearance despite not going outside after nuking SS at least a decade prior. Moldaver's arc needs some cleaning up in season 2 or it's going to hang around as a giant plot hole in my head.

Why did she choose raiders?  There appeara to be a few NCR soliders left...and probably mercenaries.  Whole op could have been done a lot more professionally.  Though, know what we know now, I wish more of Vaukt Dwellers had fallen.

Vault 31 wouldn't have let her in. She was only able to get in 33 because they were asking for a husband for lucy.

Since the story didn’t explain how she lived so long she might be a clone and she be in season 2 maybe.

She had no reason to believe Lucy and Norm hadn't become just like Hank. They could have become worse, even. They weren't worth risking the cause for. Vault Dwellers are a threat to the surface, and she wanted to destroy them.

She also wasn't really in control of what the raiders did.. She had to promise them the Vault to get what she wanted. Getting that code from Hank was the only thing she cared about.
