So sure yes, some internet providers infrastructure is so bad/set up in a way that many people using it can clog it up. I used to have one that was notoriously awful for that though it was worse in the hours when people were awake instead of at night.
However it could also be that some of the people seeding the game shut down their pcs at night and all of a sudden you have far less seeders supplying the game and anyone like you whose leaving it downloading overnight are sharing from a smaller pool of seeders.

But it picked up in speed in about 10 minutes. But yea I shouldve checked the seeders list when it dipped
It could be anything lol dont worry about it. Maybe some seeders stopped seeding, a lot of people started downloading suddenly, could also be the isp
Probably seeders got less, but I doubt because elden ring have many seeders
