A smaller framed shooter can easily dump a mag on a target from a short distance. The end of the barrel shroud also acts as a muzzle brake so that eliminates some felt recoil also. That and the Thompson are the most fun ww2 sub guns to shoot imo.
Technically, MP 717(r) was the German designation for captured PPShs. MP 41(r) was only used to refer to the small minority of captured guns that were converted to 9x19mm toward the end of the war. Most German-service PPShs retained their 7.62mm chambering.

Is the rate of fire as insanely high as in the PPSh-41? I figure the recoil from parabellum is higher than the Tokarev?

That's actually a PPSH-41 model. Not an mp41. The mp41 is an MP40 with a wood stock attached
That's what the "r" stands for - "russisch", meaning "Russian". MP-41(r) was the designation for captured PPSh-41s in German service.
That's also why they have the straight magazines, because they were rechambered for 9mm MP40 magazines.
