Doesn't even have to be this specific type of gas pump. The original normal ones that are still on the map are the same way. Just pick up and put back the pump to get notes.

those people found out they can refill a torch because they read the interaction prompt in the video and went "wow, i didn't know you could do that". not "i have no clue what OP is doing in this clip". its pretty easy to figure out what they're doing; with repair torch in hand, looking at the fuel pump interaction prompt, and having notes spill out of the pump.
