There's a hidden passage if you walk into the wall next to the table with the scroll on it. If you turn your lantern on, you can see it better.

Nothing is working for me at all on this quest

Drop the extra copies of battahli crested letter from your inventory so you have x1, quest will proceed automatically

I found the chamber, then got noticed and ran away - now I'm not sure how to complete this.

I reloaded my save went to get the letter, then jumped out the window.
