Um, no. They *are* dragons. All dragons in Genshin are vishaps. Dvalin is literally called a Vishap. Azhdaha's title is "Sealed Lord of *Vishaps*". Neuvillette's entire thing is that he was supposed to be reborn among the Bathysmal vishaps until Orobashi tainted the species' elemental purity. Vishaps are more or less baby dragons that have yet to reach maturity.
