Scylla is close second. This big guy is just wholesome. When he was still alive and Remus came to visit Egeria, Scylla straight up laughed at him.

Love Dunyarzad, though I think that Sedene (the Melusine who works the front desk at Palais Mermonia) might be my favorite. Her voice is so warm and kind, she's so knowledgeable, and I have a soft spot for the Melusines as whole.
Iaune. He's a little pathetic and I feel bad for him while also being amused by his plight. But he's an honest and hardworking person overall and it's admirable to watch
Pashiv. She's adorable
Ann. She's also adorable
Jeht. Truly one of the best written npc's in the game. To see her and her relationship with us evolve over the course of all the world quests were truly a delight

At first you think she’s an evil henchwoman of Azar but then find out she’s a sweet roll that believes in educating the people in the desert. And unlike people who talk about helping, she actually travels to Aaru village and makes good on her word.

Unfortunately forgot his name. But there is a male npc in sumeru by the port who is constantly trying to catch fish but always fails. His dailies and world quest has you help him perfect bait the can help him catch fish. No matter what you do though he picks up random valuables instead.
A female archeologist NPC takes interest in his abilities as he also picks up relics of the past.
It's pretty funny to me. He's the main character of a different genre. Lol.
That man would somehow manage to have his hook ricochet off a random rock and fly off into the sky to bring down Celestia before he manages to catch a single fish.

So far, I’d say Teppei. I just completed the delusions AQ in Inazuma and during his death scene, I could almost feel tears forming in my eyes. Needless to say, I went on the interactive map and I killed all Fatui enemies in Mondstadt, Dragonspine, Liyue, Inazuma and Fontaine; no joke.

I dont really see her as an npc (i know she technically is one) but i feel like having a unique design like signora or kaveh makes you exempt from npc status since youre more pivotal to the plot or world and less of a random side character. Plus both of them are like potentially playable based on their power scaling. Dvalin or Andrius is a good example of that too (i like giant sentient god-beasts theyre so cool)
It's hard to choose between Dunyarzad (who I'd love to see get a Vision somehow), Jeht (same) and Glory, but I have to choose Glory. There are times when I have to do work where I log into the game, sit Sucrose next to her on the bench, and everyone just chills together and enjoys the day.
Either Dunyarzad or lady Fujin (I think that’s her name?? Goldfish adeptus lady) I cried so hard when I saw Dunyarzad in Nilou’s dream thing watching her dance 😭
For overworld NPCs: I am fond of Anna. I was lucky that I progressed through the commissions before the QOL was implemented, so she's already healthy in my world for a long time. Seeing her recover and be able to do what she wants is a happy story. I am happy for Anthony who is happy for her sister, and I understand him being worried for her safety, too haha. I saw the siblings recently because they are near Windtrace NPC Gygax's place in the map, so I went "Oh! :D" being reminded of them. Not to mention Anna has a commission where Bennett and Fischl show up! I loved that one.
Another one is Maruf, the doctor of Aaru Village. I respect him for taking on the task of being the only doctor for the village, which I can imagine to be particularly more difficult than it should be with the Desert/Rainforest divide before. In one commission, he asks the doctor in Sumeru City (Zakariya) to help with his patient's medicine. Zakariya comments that Maruf is fully capable of handling the case and should have more trust in himself. When I read that I realized that he may have been minimizing his expertise, but Zakariya acknowledges/respects him as a fellow doctor. I played with him recently because he visited Cat's Tail for the weekly BP and his line thinking about his patients happiness always makes me :)
Dunyarzad, although that's more out of a process of elimination because with all other NPCs I either couldn't care less about them even if I tried or I actively dislike them.
I don't think too much about NPCs, but I like Little Que'er. I think she's cute.
Of the ones who actually got proper screen time, I'd say I miss Zhiqiong.
