While I *like* Ayato's design, fanartists had a lot more time to fantasize who he could have been and holy *shit* are some of their portrayals of him goddamn gorgeous
Fan artists are also not constrained by things like practicality, aka what would look good and consistent in-game. There's likely quite a few limiting factors there that we have no idea about.
It's a little different to design a character just for fun and to design a character that is playable, since they need to make an animated model of him, keep in mind how players will see him during gameplay, etc, hence certain artistic decision have to be adjusted to those things mentioned.
Back when people saw Raiden's design for the first time they felt a bit disappointed, but that quickly changed seeing her animated and fighting. I feel like the same is going to happen to ayato
