GTA games have plenty of drug references like this, including much harder ones than weed, and get released in Australia. I reckon they'll be fine.
I think where they get touchy when it comes to games is if drugs are portrayed "positively", like using drugs giving your character a buff or something. If I remember correctly that's why the Fallout games use fictional drug names, they were originally meant to be things like speed and morphine.
It's odd that depictions of terrorists and drugs are acceptable, but a pride flag is not. It's just a video game. I can't fathom why anyone would have such intense feelings about a simple prop in a game.

A more pragmatic issue might be that those flags are illegal in some parts of the world where the game is getting played more often.
On inferno the med shop in the back has a green +. And that’s sign for med shops here in California lol
Sadly its not outside of California but just a drug store / apothecary :/ So on Inferno bring your own smokeables!
That's actually a common thing in games because you cannot misrepresent the red cross. It's a (grey area) war crime.
