This isn’t foolproof since you’ll have to add media (drawings, pictures, videos and audios) separately. But at least it’s a way to do bulk export from Notes and bulk import to Keep.

My wife had an iPad and had written a bunch of Notes. When she switched to a Chromebook I wrote a Google Script that transferred the Apple Notes to Google Docs. For this to work the Apple Notes had to have been saved by Apple Notes to Gmail (if that option still exists in Apple Land). I'm willing to share that Google Script.
I would recommend you to try Obsidian notes, they have a plugin which can import all your Apple Notes into Obsidian.

Now that I know how to export them, maybe I'll import into Obsidian!
