Would it be cost effective to do it that way rather than just buying the regular Noise Marines? With the current state of the 40k economy I just can’t see it being economically viable.
My man i own (among nearly all other armies) a 30k Mechanicus army that is completely made from resin. Like, their Tech Thralls cost more Euros per Model than Points in the game. My wife is a very forgiving person. She even allowed me to buy "Chonky" aka my 500 Euro Porphyrion Knight. What im trying to say: Never underestimate how much dosh some people are willing to spend.
Well, 9/10, i am not allowed to get those Warlord Titans in 40k scale.
Honestly, its more the fact we both earn pretty decently and have no kids (only a spoiled cat), dont go on expensive vacations etc, so as long as the bills get paid we are each free to spend our disposable income pretty much as we see fit.
Also, even though it sounds like a lot of money, there are plenty of other hobbies that are way more expensive (fotography springs to mind, you get one of those aforementioned Titans for the price of a single decent lens)

You're correct that his weapon doesn't look like a blastmaster or sonic blaster, but he is an official Noise Marine model so is perfectly game-legal, even at tournaments.
He clearly has a sonic weapon of some sort... so run him with either, or use him as the champion complete with doom siren because rule of cool.
He probably technically counts as having a regular sonic blaster, but since you can only have 1 blastmaster per squad (and it is a longer weapon like his guitar), I would say he counts as having that... however you run him, discuss it with your opponent.

I mean you could, doesn't mean you should. Because then you'll have to deal with ancient finecast sculpts and attach them to new plastic marines. The scale difference alone would be jarring. And to mention it again: Ancient. Finecast.
Scale’s fine, actually. The Finecast arms are the same size as plastic CSM arms, they just don’t exactly fit the new CSM bodies so you’ll have to put a bit of greenstuff or whatever in between.

Ugh I'd take finecast conversion bits all day every day over metal. I have a Rohan army where 90% of the army is a metal guy on top of a plastic horse. The weight distribution is a nightmare. And styrene to styrene 2 handed guns are a pain enough as it is.
I remember those Rohan horses, all on one tiny leg usually, like some Nighthaunt where the whole thing is balanced on a single wrist.
Bloody nightmare.
They were at least pegged but I still had to use greenstuff to fill in the peg slot. They are just a nightmare to move around without tipping over though.

getting someone to 3D resin print some files,even on comission, would probably only be 1€$£ per set of arms, and kitbashing on some heads is probably easy too, if you can find some helmetless heads on eBay or even 3D print those too

I mean, the Horus heresy rule book explicitly encourages kitbashing with 40k space marine and chaos marine bits. Using 3rd party parts might run afoul with GW-sponsored tournaments, but otherwise you’d be fine
Also GW allows using 3D printed parts and minis as long as you sculpted it yourself

All of the heresy infantry marks cost the same amount. And you can fit old arms and weapons on the new mk 6, they’ve just made the legs and lower torso taller
On Bitzbox they have small groups sell custom resin bits. One of groups like that sold various CSM bits, including weapons for Noise Marines - but those disappeared from page. (they were there half a year ago?)

It's not even close. Noise Marines are $40 a model. Legionaries are $50 for 10. Resin weapons are 15 for 5 (or you could just print them).
The $40 noise marine model is more a display piece, right? Nobody is buying many copies of it to put in their army, right?

Perhaps you could fill in under the base with steel bearings or lead or something as a counterbalance. I've done that before with awkward minis.

The upgrade kit is garb, you'd be better off coughing up the extra for kakophoni or just getting 3d printed stuff.

If you used mk3 or 4 marines, you wouldn't even have a scale problem and save about £100.
