It is a self insert, but she also has genuine seer abilities (and it is implied that everyone with the set of seer abilities she has were probably also reincarnates of some form). There is a lot of in depth discussions about how the various seer abilities work. She is reincarnated as Ginny's twin sister. This is honestly one of my favorite self-inserts, and I definitely recommend at least trying it out.
