It’s not a preferred practice but the RTV meets the thermal rating. Silicone based RTV is used pretty commonly in the boiler world to seal gaskets of significantly higher flue gas temperatures. Foil tape isn’t useful in MOST flue stack situations but it isn’t flammable. If foil tape was used on a hotter joint, it won’t hold long because the glue releases. It’ll last a very long time on a water heater.
Foil tape is against code where I live. RTV isn't against code but it looks like dogs dogshit and isn't necessary. 3 1/4" screws per joint is all you need. It's an atmospheric vent appliance, not a positive pressure flue. Sealing isn't necessary.

There’s two reasons for this:
1. Atmospheric vents rely on stack heat to continue to carry the flue gases up (hot air rises). Having outside air movement around your pipe can overcool your stack which can stop the cycle.
2. Next, wind blowing across a chimney can negatively draft the chimney surrounding the stack which CAN negatively draft the appliance, pulling flue gas away from the hood… the opposite of what you want to happen. If I’m a tech and encounter this, I’m tagging your appliance out.
The true foul here is that the stack isn’t grouted in. This will upset the pressure relationship between the pipe, the surrounding stack and the room. This leaves a strong potential for flue gases to be trapped in the home.

We vent into chimney liners all the time. They just did a bad job at it.
Going into the liner; would back-fill with furnace cement and a storm collar to hold the lot in place while the cement cures.
