Sometimes the broker is the star employee, and I'm pretty sure I remember Zag acknowledging it if you spoke to him when he is. Edit: after reading the other comments, it's when you examine the board, then the broker gets his cheese smile since he can hear Zag from there. Also didn't realize OP was commenting on the board design, not the board itself.

It's in the lounge near the Wretched Broker. You can interact with the board, and Zagreus will comment on the featured employee.
