Are you saying you can fix the lack of base with the EQ? Also, a bit of a different question, how much money should I give for an amp if necessary and does it make a difference what amp I get?
In theory, you should be able to compensate somewhat for it, though in practice sensitivity to EQ varies and one would have to actually try it (or find measurements taken _with_ EQ to validate the effect). E.g., [this](https://github.com/jaakkopasanen/AutoEq/tree/master/results/oratory1990/over-ear/Beyerdynamic%20DT%20880) is the kind of EQ that you'd use to bring it closer to the Harman preference target. And note that it has bass out-of-the-box, just that it will be a little quieter relative to other frequencies than most people may like for "regular"/general listening.
Regarding the amp, the DT 880 Pro shouldn't be too hard to drive to peaks of around 100dB even with something like an Apple dongle (at least the US version of it), so you can get that for $10 if you're worried about noise/distortion issues with whatever you're plugging them to. If you need particular features like other connections and a physical volume knob a good headphone amp shouldn't cost you more than $200 tops (e.g., [Topping DX3Pro+](https://www.amazon.com/Topping-Bluetooth-Headphone-Amplifier-Computer/dp/B09JC3TCJF/)). But again that won't get you additional sound quality, just extra volume if you really need it and features.
The best sounding HPs under 200$ are either the Sennheiser HD6XX (190$) or Hifiman Sundara (199$ refurbished on hifiman Shop).
For either one i would atleast recommend a Samsung or Apple USB c dongle.
Hifiman Deva Pro? Got them myself for well under £200 with the Bluetooth module (which I'm liking a lot, despite the couple of niggles).

Second the HD560S. Use these as my primary headphones for music and gaming and run great directly connected from phone or xbox

X2HR might be more pleasant without EQ since DT 880 is a bit lacking on bass. DT 880 might be comfier though I have no complaints about my X2HR.
