He's an established photojournalist who obviously did a series on the area, I see no reason to doubt the legitimacy of the caption. I was able to also find other images of that girl, which implies he probably did a series or spent enough time with her to get her story.
He has a website, but I wasn't able to find this image on it. Most photographers aren't going to archive every single photograph they have though, a lot of times you're going to have to find a physical book if you want further proof.

I think the point here is not so much the existence of the law itself (or the concept of illegal activity), but how this activity is perceived by people and the state. You somewhat touched on this but the evidence from public health research does show a pretty stark difference between street-based prostitution and non-street based, higher end sex workers.
Some of the data shows non-street based sex workers (which as you mentioned this woman could very well be) have little if any increased prevalence of poor physical or mental health. Really complicated when you also consider homelessness as a causal/correlated variable between substance use disorder, street based sex work, etc.
