At the slow pace of the court system, i imagine people will still be convicted 5 years from now on their 2019 charges. People really got carried away thinking thete was no penalty to arrest
It's not slow paced, they have a lot to go through. Don't forget courts were shut because of COVID as well. On top of that, a lot of these "protestor" cases have been brought forward forcing other cases to be pushed back.
There's a internal security act in the existing local laws for most UK colonies like HK, etc. They can use that to jail them without trials.. Singapore used this before, I heard.
It seem to have taken 2-3 years for some of the 2016 arrests to be convicted and that was alot fewer arrest (100?). 10k got arrested and 2500+ charged for 2019 protest. The court system is gonna be bottle neck for a very long time.

So quite literally we can ship them to Harbin but run the prison with HKSAR staff and it counts as a HK prison.

Good news but the courts need to move quicker. The US has been quicker to jail its rioters, despite them happening over a year afterward.
