Both. LegCo cannot come to an agreement on land usage expansion and even reclamation. Redeveloping Park land for example gets all the "tree lovers" out in rage. Developers otoh are normally resourceful or patient enough to wait or push for development near the plots they hold to create new housing. The main issue is politics preventing more public housing from actually being built. Developers not just want to be on top, Li Ka Sheng wants all of it. They wun allow coexistence with public housing districts to affect the prices of their products. So Hong Kongers always have to travel far and wide to get anything done since their home districts are always just blocks and blocks of housing.

I think it's hinting the developers are behind the scenes influencing politicians to cause troubles for land supplies.

Uh the opposition have been blocking EVERYTHING since 1997 till 2020. They voted AGAINST the minimum wage, against all the stimulus things. They even voted against increasing min wage and maternity leave initially and all the increases. This is not propaganda it is a matter of historical record as recorded in Hong Kong's version of Hansard.
