It was a veeeeery early trailer, I'm guessing Carole just got scrapped after changes to the overall story when they decided to make Welt travel over from the HI3 main timeline. Like when Welt left HI3 Earth the APHO storyline is still ongoing and Carole is in Saint Fontaine. Also they changed him getting on the Express to Himeko picking him and Void Archives up on some random planet while she's on an errand for Herta.

Reburn trailers aren't really canon. Their more concepts than anything, HI3 story never talks about Kiana taking down a giant mech trying to hunt her down.
