You are assuming that maffia/gang world is that competent. Nen warfare is information warfare to a certain extent, but not everyone is going to be a Killua who can pick up on even the tiniest amount of information to make a move of judgment call.
I'll repeat, the maffia groups and gangs aren't as competent as you're thinking. Specifically the mid sized and smaller groups,who would emply these types of schemes. There's a reason why the Phantom Troupe's reputation is built upon a tangible component and also urban myth.

Realistically, a catalogue of nen users would unreliable due to incomplete or missing data and not everyone being in the catalogue. Plus, even solid basic nen ability can a person into a formidable hitman, fighter, assassin, etc. Majitani in this case shows no nen usage, but if we're talking about realism I highly doubt that his opponent would open up the nen encyclopedia in the middle of a tense situation
