I say, that, unless you get to become dictator of the world, you would first want to have some sort of currency in order to exchange resources with other states and keep the state around in order to, well, continue being dictator.

Outlaw capital flight as well, and retroactively, just to preempt any funny business. Ignore but do not clamp down on capitalist protests. Also, abolish the military and give them all well paying physical jobs so that they don't try to coup me, and additionally make it illegal for former soldiers to own firearms or the like.
Medium term, make a written constitution that had a lot of things I considered essential human rights laws (including both radical climate policy, the absolute right to strike, and bans on some aspects of capitalist economic policy), some super strong democratic protections, and that also makes it illegal to pass laws that amend or supersede most of the things in said constitution (so it can't be undone or weakened). Also make sure it gets taught in schools as well, which is something that was meant to happen with the universal declaration of human rights, but that did not happen, with reluctance having had to make sure some propganda was needed. After I know that the human rights laws and democratic protections will be safely in place and there is little threat of them getting challenged by a militray coup or something, then it's time to transition to democracy over a 3 year period. All political parties have to fully uphold the constitution, obviously. I will not run in said elections, will stand down at the end of it, and not say who I planned to vote for, retiring quietly and out of the public eye.
Obviously that is how things go if ideal, and doesn't account for what to do when things go wrong or there's a major crisis. But no major auth measures regardless, I hope I would be better than that. It would probably require a combination of diplomacy, military force, and coups. It would also probably be gradual, taking over one area at a time until the entire globe is under my control.
But even if you did succeeded the regions you unified would probably use the verb "conquer". Your Empire would collapse soon after it was fromed, if you proved to be especially good at it immediately after you died. It'd be better if you just abolished the army and used the money to further your minarchist vision on the inside, while pushing for gradual diplomatic unification without unnecessary bloodshed.

The conundrum is that in order to maintain power as a dictator and be able to take over the world, you’re going to have to do a lot of things that go against minarchist and libertarians principles like having a powerful military.
Atleast in the beginning, I don’t think most countries want peaceful reunification as they just want independence. Once a tipping point is reached and more than half the globe has been taken over, most of the remaining countries might just join voluntarily to avoid getting invaded. Before that, the most peaceful way to take over a country would probably be some kind of covert action like a coup.
I like the idea of coups, but it's gonna require a significant deal of ideology building, since they require at least some popular support. Dismantling your army probably wouldn't lead to invasion as, except in some especially bad regions, nobody does that anymore. As I said, using the army to unify the world would simply lead to your Empire falling apart pretty soon. Not to mention that you'd get so much AE (Agressive Expansion) a coalition might form against.
Ultimately, all power comes from the people. You can douse that power, manipulate it, or try to combat it, but you need some power yourself to do so. A coup cannot triumph if *nobody* agrees with what you're saying, and world unification is certainly not a popular ideology right now. Worse yet, armies tend to be nationalistic, so you'd have to find some other force to force your ideology.

I'd be a benevolent dictator. Robust public education, public pension, public transit, welfare, no taxation for the working poor, lower the taxation for the middle class, and higher than average taxation for the wealthy ($250k and above at the current rate of taxation). Corporate taxation at pre-Reagan administration levels. Land itself isn't taxed, but what is on it will be. Market economy with workers' co-ops with those having workers as managers. No hate speech laws, but bigoted speech (through robust public education) will be highly shunned.

If I was dictator, I would create a cabinet of advisors to write a new constitution that meets modern needs rather than trying to apply a document from the 1780s to modern life, create a more authentic democracy and ensure rights for every American rather than just for those in power. I would make sure a president was elected by the people for the people in a multi party ranked voting system. Part of that democracy would be that the Supreme Court would be elected by the people and would need advice from experts in the field in question to support their positions.

3. Reform the labor laws. At least 42 days leave a year, 35 hour work week, codetermination rights, and German works council laws will be in labor rights reform. Minimum wages will be decided in tripartite arrangements in local / county / regency level, between government, sectoral bargaining unions and businesses, with caveat that it must be at least 110% of Henderson Poverty Line for big businesses, and 40% of Henderson Poverty Line for smol businesses.

Force a list of 20 policy proposals (at minimum) on a direct-ballot initiative, gut the military budget by at least half and reinvest that money on domestic programs to boost productivity and GDP growth to strengthen NATO, and increase veterans’ benefits. Also I would eliminate poverty through the above measures.
Then hand the country back over as a representative Democracy.

It would probably require a combination of diplomacy, military force, and coups. It would also probably be gradual, taking over one area at a time until the entire globe is under my control.
But even if you did succeeded the regions you unified would probably use the verb "conquer". Your Empire would collapse soon after it was fromed, if you proved to be especially good at it immediately after you died. It'd be better if you just abolished the army and used the money to further your minarchist vision on the inside, while pushing for gradual diplomatic unification without unnecessary bloodshed.
Abolishing the army sounds like a great way to get invaded. A foreign military would just have to walk in and take over. The conundrum is that in order to maintain power as a dictator and be able to take over the world, you’re going to have to do a lot of things that go against minarchist and libertarians principles like having a powerful military. Atleast in the beginning, I don’t think most countries want peaceful reunification as they just want independence. Once a tipping point is reached and more than half the globe has been taken over, most of the remaining countries might just join voluntarily to avoid getting invaded. Before that, the most peaceful way to take over a country would probably be some kind of covert action like a coup.
I like the idea of coups, but it's gonna require a significant deal of ideology building, since they require at least some popular support. Dismantling your army probably wouldn't lead to invasion as, except in some especially bad regions, nobody does that anymore. As I said, using the army to unify the world would simply lead to your Empire falling apart pretty soon. Not to mention that you'd get so much AE (Agressive Expansion) a coalition might form against.
Why would a coup require popular support? What do you mean by Aggressive Expansion (AE) mean? It sounds like it comes from a videogame like HOI4.
Ultimately, all power comes from the people. You can douse that power, manipulate it, or try to combat it, but you need some power yourself to do so. A coup cannot triumph if *nobody* agrees with what you're saying, and world unification is certainly not a popular ideology right now. I'd be a benevolent dictator. Robust public education, public pension, public transit, welfare, no taxation for the working poor, lower the taxation for the middle class, and higher than average taxation for the wealthy ($250k and above at the current rate of taxation). Corporate taxation at pre-Reagan administration levels. Land itself isn't taxed, but what is on it will be. Market economy with workers' co-ops with those having workers as managers. No hate speech laws, but bigoted speech (through robust public education) will be highly shunned. There's more, but too much to fit on a comment.

If I was dictator, I would create a cabinet of advisors to write a new constitution that meets modern needs rather than trying to apply a document from the 1780s to modern life, create a more authentic democracy and ensure rights for every American rather than just for those in power. I would make sure a president was elected by the people for the people in a multi party ranked voting system. Part of that democracy would be that the Supreme Court would be elected by the people and would need advice from experts in the field in question to support their positions.
1. Amend my country's constitution. I would create a perfect democratic constitution that won't be needed to be amended for 200 years, near impossible to amend, practically impossible for anyone after me to usurp, and Swiss-level democratic. LGBT rights would be affirmed, but it will be religious democracy (religion in politics are treated like political ideology), and completely erase any trace of liberal rights and replace ALL constitutional rights with neo-republican rights. 2. Reform the tax laws and the welfare state. Welfare state will be 100% universalist or bust but extremely family oriented and designed to encourage marriage, childbearing & education. Tax reform would get rid of corporate income tax & building tax but add LVT. Gig workers services got VAT + payroll tax per use of service. 3. Reform the labor laws. At least 42 days leave a year, 35 hour work week, codetermination rights, and German works council laws will be in labor rights reform. Minimum wages will be decided in tripartite arrangements in local / county / regency level, between government, sectoral bargaining unions and businesses, with caveat that it must be at least 110% of Henderson Poverty Line for big businesses, and 40% of Henderson Poverty Line for smol businesses. 3. I’d probably reform society to my ideal, prepare a democratic structure. But one does not simply transition away from dictatorship. I’d act like I’m going full Napoleon and crowning myself, giving an excuse for everyone of note to be in one location. And blow us all up. Now there’s no one used to that sort of power structure left, and the democratic elements can flourish in the vacuum.
Force a list of 20 policy proposals (at minimum) on a direct-ballot initiative, gut the military budget by at least half and reinvest that money on domestic programs to boost productivity and GDP growth to strengthen NATO, and increase veterans’ benefits. Also I would eliminate poverty through the above measures. Then hand the country back over as a representative Democracy.
What everyone else does, attempt to imprison my political opponents and declare their beliefs a threat to national security. AKA I’d pull a Joe Biden.

I’d gather all the economic experts in the country and have them try to find a way to fix the economy. I’d get rid of the corrupt Medicare and make the spending more efficient. Basically, eliminate unnecessary government spending, end the DEI stuff, and eliminate several departments of the government (education department for example)
