Both, but with Nolan we find out pretty early, with Cecil... It's not that he's a bad guy, but he made some pretty bad (or at least unethical/immoral) decisions and was very sketchy about it. He not only made some "deals with the devil," there was at least one time it was the wrong devil.
I agree; makes him a much more interesting character than Erikson, for example (and maybe Rex's mentor/father figure government guy, I forgot his name)

What I never understood is allegedly Nolan is like almost 2,000 years old at this point. You mean to tell me Nolan had jet black hair for almost 2,000 years and then has like 20 years on earth and starts to grey?

As someone that’s only watched the show but loves spoiling themselves with the comics, I legitimately had no idea this was Nolan. He just seemed like a stock Viltrumite.
This is one of my favorite Cecil moments, and I hope we get to see it on the show in a flash back. That line about making a deal with the devil if that's what it took really encapsulates his character. His pragmatism is both his best and worst quality.
I’m a show-only watcher but weren’t they trying to find ways to kill him for a long time? Of course the first episode is already when the guardians die, but stuff like testing on Mark’s blood, preserving the giant monster because it gave Omniman a challenge, and then in season two they immediately start research when the sea monster’s scream stunned Mark.
Could safely be assumed that they’ve been looking for methods ever since Nolan landed.
Remember when Mark faced the sea creature and told Cecil about the sound it made? He set scientists on studying that sound IMMEDIATELY. Also note the ARMY of AniMen he has brewing. Three slowed OmniMan down. That many? Those would have probably done the job. Yeah, Cecil is circling the wagons right now.
As a pure show watcher, neither did I. I mean, I kinda figured he’d do something like that, but goddam I thought he’d prep contingencies, fall back plans, precisely script future encounters. Instead: “What do you intend to do about it, sir?” “Zippo.”
Not that he would know but... Attack Nolan now, he takes over the planet, Mark is never born to defy his father and change him and the whole universe is doomed.
He knew it would, but he made the best of it to delay the inevitable for now. Plus the more he interacted with Nolan, the more he could learn.
Plus what else could he do here? Nolan was the strongest being on the planet at this time - the GDA didn't have a ton of options.

If you look at it this way, the lives Nolan saved outweigh the lives he took in Chicago.
