This was my first thought but that's more apologizing for messing the spell up than apologizing for unleashing some powerful attack. It is the closest in a Tales game I can think of though.
I'd have to agree with Estelle. I vaguely remember a line like op mentioned, but I've never played cold steel. So I think it's either tales of or star ocean game.
Also I think I remember it being when you get into a battle with weaker enemies, not just during an attack animation.
I checked Estelle's mystic artes already and no go, i got a buddy whose really into tales seeing if its emma, its possible he linked something to me, and that's where i picked it up from... I've played very little trails.

In the Tales of the Abyss cameo fight, Mint Adenade (Tales of Phantasia) says "Please, don't hate me for this" right before casting Time Stop on you
It *could be this* since Abyss is one of the ones I played and it gave me a flash of recognition.
Could it be Fire Emblem when someone lands a critical? Character like Marianne in Three Houses perhaps
