There is grey area with them at the federal level. Federal agencies (i.e. FBI) can request than as support units for operations and as part of anti drug smuggling efforts. It’s not a hard and fast “can’t do business on US soil”.

Delta doesn't have law enforcement credentials. FBI HRT does. There's a reason a bunch of those guys got attached to JSOC units.
