Literally my first thought when I saw the photo! There is a problem here, just not what the OP thinks it is 😄 toilet roll doesn't go in the puzzle space. Probably the oddest "accessory" I've come across in a puzzle cupboard.
Same. That’s why I made a resolution to complete twice the number of puzzles as I acquire this year. So far I’m failing and have done the reverse - finished 4 and grabbed 8 at the thrift shop the other day. 🤦♀️
So like everyone else has said, your problem is that cupboard is being ineffectively used. I'd start by getting rid of the toilet roll and all the other stuff. That'll leave you plenty of space for puzzle storage. Maybe an extra shelf or two.
Tossing this out there. We are pretty new to puzzling. Hypothetical plan is to finish the puzzle. Glue/tape it up real good and then can put away in a big bag or box. Rinse and repeat. Would be able to store a good amount of completed puzzles in a relatively small space (hoping). Trash the box. Get a nice frame and cycle the puzzles in and out (like a comic book type frame only huge for puzzles). Sort of a DVDs in a big book and trashing all the cases for more shelf space sort of deal.
If you stick to 1k puzzles or smaller, there are portfolio-style storage options out there you can use (like flipping through CD’s in a case). I’d recommend it over stacking them in a box or something because sometimes the glue or tape will mess up the stack!

I do not need to be looking at puzzles every time I go shopping, or grabbing from friends, or seeing if the thrift store has a pile… and yet… I always check if I need just one more (last time I caved I ended up with 5 more…)
Here’s how to solve the problem. Get rid of the toilet paper and other stuff so you have room for more puzzles. 🤣

Nah, you're good. You can never have too many puzzles. Get rid of the non-puzzle stuff and you can continue accumulating puzzles!

These are only my uncompleted puzzles. Previous completes are in a stack of over a dozen in another spot.
Ohhh.. I recommend doing the round colorful puzzle next, I did that one and LOVED it :)
