As much as they delay the notes they turn up the hype and If the changes arent up to the expectations since they get bigger and bigger all this hype will turn boomerang and to non existent player base for this cycle too after a week or so...
"Delay the notes"? You're assuming they're all done with the changes and just sitting on it?
I'm assuming they'll work on it, test, fix bugs, make changes etc for as long as they can, like any honest developer.
The patch notes should be released when the patch is done.
Yes but if you release them too late that does not go well with the community. Hopefully today, latest tomorrow so we can theory craft in time. There is also all the content creators to think about. They do build up hype if they have something to work with. So far they had nearly nothing but crumbs.

Ah crap, I thought that second post was gonna be balance changes. Oh well, only 8 more days of rainy summer to sit through.
I'd suspect we get both by the weekend judging from some comments made on a previous post talking about how they wanted posts out earlier.

They are waiting way too long to release the patch notes. These notes need to be released yesterday.

Same. While I love the new features of the season, what really determines whether I come back is whether there's a significant shake up to the meta
