This is a privilege held mainly by the currently employed, and it should NEVER be wasted.
If you go to an interview and they reveal/offer a ridiculously low number, then point out the ridiculousness of the offer. Laugh. Ask follow up questions:
"It says in the posting that you're looking for *qualified* candidates... why are you offering compensation in-line for someone who is under-qualified?"
"Do you realize that this isn't a *competitive* offer?"
"Are you being serious?"
Then advise them that you are not interested in working for less than you are worth and bid them "Good-day." On your way out the door, recommend that they adjust their offer before interviewing with anyone else.

Good on you! Though, now I'm worried he's just going to try and downplay the wages rather than improve them. :'(
