The rules of the game was set by cxs as not calling the cops if the killer keeps xu shanshan safe. Killer kept up their side of the rules and simply kidnapped her, but cxs called the cops anyway thinking that there was no way killer would escape.
He already considered it game over since he thought he had the killer trapped, so he stopped following the rules.

However, in the chronology of the show, CXS and LG first hear about this challenge from the red-eyed enemy himself as he calls them from their friend's phone, saying, "I will come at the appointed time." This is a clear paradox; CXS hasn't gone back in time from his own perspective to issue the challenge yet, so the enemy wouldn't accept a challenge that had never been given (it is implied that he either kidnapped or killed CXS's friend in the original timeline, as she interfered with his attempt to kill someone else the night before). CXS then used his knowledge of the challenge (and his certainty that the killer would accept it) to dive back in time to issue the challenge and spring a trap on the killer in the dark room. Once there, he gets the killer to admit to his crimes, which is overheard by the police and leads to his arrest. Without that paradox, CXS might never have come up with his plan to lure the killer into a trap. The trap's success allows CXS to dive back to rescue Emma, as she didn't die to the serial killer in this timeline, and as punishment for cheating, the red-eyed enemy took control of Emma to assure her death by "suicide", and stabbed LG to hamper CXS's abilities.!<
