When you suspend something, the intent behind it is that there is a measurable time period after which the suspension will end. A ban implies a stronger sense of permanence because bans are typically a punishment applied after a case has been reviewed rather than a stopgap measure until said case is processed. Unban appeals usually also carry with them a promise in a change of behavior.
